PRI is pleased to invite you to the Launch of a new publication Eight Years On… A Record of Gacaca Monitoring in Rwanda which will take place on July 1st 2010 with the kind support of Shearman and Sterling (London) LLP. The publication, is a single volume compilation bringing together all of PRI's previous reports on the Gacaca process and drawing some conclusions on it.
PRI has carried out independent monitoring of the Gacaca courts in Rwanda since they became operational in 2001 in response to the crimes committed during the 1994 genocide. PRI’s monitoring has been formulated around a programme of ‘action research’, designed for a team of local researchers to capture the perceptions and experiences of key stakeholders, namely genocide survivors, witnesses, detainees, civil society organizations and government staff, in the Gacaca process.
This publication will be an accurate record of the work done by PRI made available in an easily accessible form. It will make a useful contribution to the ongoing discussion on models of transitional justice in post-conflict societies.
The report will be made available to donors, policy makers, government officials, institutions, libraries and universities and made available through seminars and events. It will also be made available to a wider audience through our website and regional offices. The publication will be bi-lingual, in both English and French. Please note this publication will be available to order in hard copy from PRI after 1 July and can also be downloaded from our website www.penalreform.org.

Tynwald Fair Day, held annually on old midsummer's day* in July is the Isle of Man's national day and is the occasion of the Tynwald Midsummer Court. The Members of Tynwald - the Manx parliament - meet at St John's village in the west of the Island for the ceremony, a legal requirement established by the Island's ninth century rulers.
The name comes from Thing-Vollr, the Norse for parliament field. Tynwald Court, together with the Island's senior public officer-holders, assembles on Tynwald Hill - a four tiered hill in the centre of St John's, reputed to be constructed from sods of earth from every parish. The open air sitting at Tynwald Hill dates back more than 1,000 years. During the ceremony, the Deemsters (the Isle of Man's High Court judges) promulgate Acts of Tynwald by proclaiming to the people in English and Manx Gaelic the titles of new laws which have been passed during the year. It is also an opportunity for Island residents to exercise their ancient right to present a petition for redress of grievance at the foot of Tynwald Hill, and for the swearing-in of the Island's four Coroners.
Aside from the formal proceedings, Tynwald Day has long been an occasion for the Manx people to gather and meet with friends and family at St John's. A traditional fair is still held, along with a day-long variety of entertainment including folk dancing and music, culminating with the military band performing Beat Retreat at 9pm, followed by a concert by the Ellan Vannin Pipes and Drums on Tynwald Hill and a fireworks finale.
*Tynwald Day is always held on July 5th except if it falls at the weekend. Then, normally, it is moved to the following Monday. This year Tynwald Day takes place on Thursday, July 5th.

he Spitak Earthquake also called Gyumri Earthquake was a tremor with a moment magnitude of 7.2, that took place on December 7, 1988 at 11:41 local time (07:41 UTC) in the Spitak region of Armenia, then part of the Soviet Union.
Local housing infrastructure (particularly schools and hospitals) performed poorly in the earthquake and this resulted in 50,000 lost lives. It has been estimated that if the earthquake had occurred 5 minutes later, children would have left their schools' unstable buildings. This short time delay could have saved many lives.
The entire city of Spitak was destroyed, and there was partial damage to the nearby cities of Gyumri and Vanadzor. The tremor also caused damage to many surrounding villages.
